In 1960 Dr Hoa helped to establish the National Liberation Front of South Vietnam and worked as a covert agent for the organisation while practising medicine in Saigon. She was captured and jailed in the same year. In 1968, at the height of the war with America, Dr Hoa was made Minister of Health with the People's Revolutionary Government. For the next six years of the war she risked her life co-ordinating a network of underground health posts. Her code name was Seven Roses.
