Expenditure by all households increases with growth in the number of households; the number of households grew by 22 per cent between 1988/89 and 1993/94, by 8 per cent between 1993/94 and 1998/99 and by 9 per cent between 1998/99 and 2003/04. The CPI also rose by 18 per cent between 1998/99 and 2003/04.
